The Principal Library Specialist is responsible for overseeing both internal and external operations across all branches of the Abdul Hameed Shoman Library. This role involves conducting research and providing recommendations to enhance efficiency and ensure user satisfaction. The Principal Library Specialist will ensure the library’s sustainability as a central knowledge and culture hub in the community through innovative services that align with the digital era and evolving user needs.

Key Responsibilities

  • Prepare periodic reports based on field research and internal analysis to assess the library's performance and offer recommendations for service improvements and expanding the library’s impact.

  • Conduct studies and research to understand the diverse needs of the local community and library users.

  • Collect data and feedback from library visitors to develop services that meet their expectations and help design new programs based on research findings and audience needs.

  • Continuously research the latest library services and technologies, such as digital books, distance learning, and electronic access platforms, to enhance user experience.

  • Explore the latest library management technologies and solutions, including digital resource management systems and AI-powered information classification tools. Evaluate and recommend those suited for the library's environment.

  • Supervise and monitor daily library operations across branches, proposing improvements to enhance efficiency and effectiveness.

  • Develop innovative methods to reduce processing time and effort in handling materials and delivering services.

  • Seek collaboration opportunities with universities, cultural institutions, and research centers to develop programs and expand the scope of library activities.

  • Regularly review library policies and procedures and prepare operation manuals.

  • Organize training workshops to improve staff competencies in service delivery.

  • Contribute to activating the library’s role as a community center and catalyst for change by planning and executing an annual cultural and educational activity plan for the general public and library visitors, aiming to increase library attendance, memberships, books borrowing, and promote reading.

  • Manage and design cultural and community programs that encourage reading and reinforce the library’s role.

  • Conduct field visits to all library branches, monitoring activities, programs, and workflow.

  • Ensure integration with different library services and other departments, including competitions, awards, podcasts, blogs, and more.

  • Contribute to tracking library performance indicators, identifying issues, and collaborating with the direct supervisor to resolve problems while ensuring the department achieves its goals.

Qualifications

  • A bachelor's degree in Cultural Studies, Business Administration, Industrial Engineering, or any related field is required. A certified project management qualification is preferred.

  • Demonstrated ability to conduct research, analyze data, and apply findings to improve services and develop new programs.

  • Excellent written and verbal communication skills in English and Arabic. Ability to build and maintain effective relationships with staff, users, and external partners.

  • Proven experience in supervising and building the capacity of a team, with a collaborative leadership style that fosters innovation and continuous learning.

  • Strong project management skills with the ability to plan, execute, and evaluate multiple programs and initiatives simultaneously.

  • Ability to innovate and develop forward-thinking solutions to enhance services and adapt to the evolving needs of users.

  • Passion for community outreach and experience in designing and implementing programs that promote cultural engagement and knowledge sharing.

  • Strong problem-solving skills and the ability to think strategically to address challenges and implement effective solutions.

Required Experiences:

5-7 years of relevant experience in cultural management, public institutions, or a related field.
